About 23.8 million micro and small firms fell under the mandate, but simple products get certified free through self-declaration with 111,000+ free state helpers, and the halal agency publishes its own free fill-in manual template, with filled copies on document-sharing sites. The deadline was 14 days away (and had already been moved once, from 2024), there was no way to take Indonesia's QR or bank-transfer payments without a new payment account, and it was a religious-trust purchase from a foreign company. The red team rescored it from 18/25 to 13/25 and said not to promote it.
