Cause of death: the autopsy
The State Comptroller found ₪1.3B owed to reservists stuck at the National Insurance Institute, so the need was real. But the IDF site, Miluim 360, Kol Zchut and other helpers already do it free, reservists are price-resistant (charging them is a PR risk), and the only part anyone pays for is the tax refund. Scored 11/25 with no payer; at most a sales channel for the tax-refund idea.
