Cause of death: the autopsy

Its pre-set test was to kill it if 70% or more of plugins supporting Moodle 4.5 also declare 5.1 or later; the probe of 2,962 directory plugins found 74.0%. Only 86 of the 2,962 plugins are paid, schools buy through partners, and admins can already see the gap in the directory. No one with a budget is left.
