Cause of death: the autopsy

The Commercial Payments Bill is not law: it was still in the Lords, Royal Assent is planned for 2027 and real commencement looks like 2028 or later; the 45-day cap was abandoned. E-invoicing starts April 2029, maybe 2030 for small firms. Meanwhile the Small Business Commissioner's free calculator and dispute service, Xero reminders and Peppol access points already cover the job. It lost all five of the farm's compliance kill patterns.
